While the API coming out with 1.3 is good news it doesn't change the fact that it's been a whole year and they only started working on it recently. So if they had started a year ago, like they were supposed to, we would have had the API already.

Its obvious that Notch never started nor ever intended to work on or create an API. He saw the signs from the modding community that if ever did make such a thing it would make him obsolete and therefore unable to collect his money hand over fist and he would lose the godhood status that the children gave him. He was a horrible coder and did not want to make something that would overshadow himself.
Y'know, I DID hear that he was opposed to ingame mod functionality, which really sucked.
I'm glad that Jeb is more open to it, or hey, we may have NEVER gotten it. D:

Not that I disagree with you, but it's not like it would have affected Notch that much. People still have to buy the actual game before installing the mod. More money either way.

It's currently being made right now by the bukkit crew. So minecraft 1.3 won't be released until its finished.
To add to that, they NEVER gave us an official release date in the first place.

As in, Jeb has said that he does not intend to release 1.3 until he can release the Mod API with it.
