How do you get high level enchantments on Efficiency higher than 5 on single player like how there is level 18 and higher on the prison server. How do you do that?

You're going to have to use a command block. You can get one by typing:
/give @p command_block
Once you've got it, put it on the ground, and right click on it. In the textbox, type:
/give @p ITEM 1 0 {ench:[{id:32,lvl:LEVEL}]}
Replace ITEM with the name of the item you want with the enchantment, and LEVEL with the level of the enchantment. It can be anything from 1 to 127, but only levels 1-10 will display correctly.
Once you've done that, put a button on the command block, and press it. You should get your item! If you have trouble, let us know.

Sorry, should have made that clearer: the correct id is "diamond_pickaxe."
This way, the item won't ever use durability, so it is completely unbreakable (whereas with the enchantment it would eventually break).
Incidentally, this is required for "unbreakable" armor since Unbreaking on armor only takes effect 40% of the time no matter how high the level is, meaning the maximum increase in lifetime is only 67% with an infinite level of Unbreaking (the maximum is actually 32,767, which would make tools last 32,768 times longer; the 127 often quoted only applies to potions, which use a byte for their effect level, enchantments use a short, with a range of -32,768 to +32,767).
