Apparently a Java bug or something, but my Radeon 7870 goes down to 300MHz, the default, really, when I play Minecraft I'm pretty sure it changes to the Intel HD because MC is CPU intensive or something, at least that's the information I can gather. Applications aren't working, and I can't find anything in the BIOS. Any ideas on how to fix this?

Are you sure its switching or is your card idling?
Can't be sure. I checked the device thing, only the Radeon care appeared. Can't be too sure though, i'm guessing it's switching cause of power management or something, which is already on high btw.

well first of all since ur not on a laptop, and you monitor is plugged in threw the graphics card that means that its not switching, launch minecraft and try hitting f11 it'll make minecraft more demanding and stop it from idling
