I'm trying to implement a custom enchantment if that helps. I want to check if a player uses an enchantment table to enchant a pickaxe, and if they do enchant it then I can use a random number thing to see if the custom enchantment (really just a lore and custom tag) should be added, in which it would just add the lore and tags to the item.
Is there any way to detect this with any way? I want to try to make it foolproof.

If you want to detect if the player enchanted the item, use the "minecraft:enchanted_item" custom advancement
Is it possible to detect if a player enchants, say, a bow specifically, and maybe add some tags or just remove the enchanted item?
You can decide what item to detect when you enchant the item. Great generater here. After that you can use an item modifer to add tag/remove the item in the reward function of the advancement
