I have the following block loot table for stone, yet it is unable to detect any breaking which isnt a pickaxe, yet if i put this into dirt, it worked and was able to detect all the tools, is this a mechanic or a bug? is there a way around it? The aim was to give gravel if broken with anything that isnt a golden shovel or stone pickaxe, give cobblestone when broken with a stone pickaxe and give stone when broken with a golden shovel

I am not too sure about loot tables. However, all tools are able to break dirt and still receive a block in return for breaking the dirt. To my knowledge, not all tools can break a stone block and still receive a block in return. It is like breaking a diamond ore with a stone pickaxe. If you don't have the right tool or type of tool, it will not give you something in return. This might be it. Like I said, I don't know much about loot tables, but this might be it. Let me know how it works out!

Have you named your stone.json file right? it should work with gravel as well as stone
