I pasted that exact command into a command block, changed the uppercase V to a lowercase v, and it worked. I doubt that the uppercase V is the answer, so why don't you try running my command on your computer to see if it works there?
By the way, if you posted this as your first post in this thread instead of telling me to forget my problem and do something else, then you would have saved both of us some time.

I don't know why I didn't try your command earlier, it seems to work (i tried it on 1.12.2) and it dosen't matter if the V is upper case or lower case (at least on 1.12.2)

I'm on 1.13.2 where a lot of commands work slightly differently, so I don't think it matters what anything does in 1.12.

you should have put CustomName:"\"OverworldMobDrops\"" instead of CustomName:"OverworldMobDrops" and I have no idea how I didn't see this obvious mistake the first time, I hope this will work for you now.

Found the problem
although the syntax for this command is the same on both 1.12 and 1.13 there is one thing that changed in 1.13 and that is the custom name.
try this:
