Now I may be wrong, but last time I checked /testfor @a[Name=LatinGoddess,score_Speech=1,score_Speech_min=1] was a legitimate command, with LatinGoddess being the player I'm searching for and Speech being an objective I want her to have a score of 1 for.
So why does the command block keep saying unknown command?
The command block has not been activated properly. If you're using a comparator clock, then you must move the command block further away. The dust closer to the comparator does not turn off, only decreases in signal strength.
EDIT: As well, parameters are case-sensitive. It should be 'name', not 'Name (though this is unrelated to the issue you're currently having):
It's nothing to do with the repeater, I've tried changing every thing in the circuit to make sure it's not a component... Nothing
It just doesn't like my /testfor command...
That is a command right, I'm not being an idiot and using something which isn't a command?
Check the time that it states "Unknown command". If the clock pulsing it doesn't result in changing the time, then something is wrong with activation. If it does activate and still produce that error, It's possible there are hidden characters in the command's name. Have you tried retyping the command (not copy/pasting) in a new command block?

The command block is connected to a clock but there is a repeater between the clock and block, so it shouldn't be that.

Got it fixed now anyway, changed the system from reading one person's Speech score to testing anyone in a radius.
I just wanted the second parameter so it didn't set off a different speech elsewhere at the wrong time
