Okay so, I am planning on upgrading my PC specs soon, and I want to be able to play big 1.7.10 modpacks such as Project Ozone 2, Awakening - Classis, Thaumcraft Revolution, etc. As well as my custom modpack which isn't quite as big but still holds up to 48 mods. Here is the list of mods in my modpack if anyone's interested:

I'm also planning on adding a few more mods such as Plasmacraft, Pam's Harvestcraft, Fastcraft, Mobtalker, Rival Rebels, Ars Magica 2, etc.
I was just wondering what PC parts (most specifically CPU) should I get in order to play big modpacks at a relatively good FPS rate. Because as of right now my PC tends to stutter a bit and have a few lagspikes with my custom modpack. I have been planning on buying better parts for my PC to better enhance the FPS and reduce lag spikes, most specifically for my modpack as well others mentioned above. Here are my current PC specs as well as the ones I am planning on upgrading:
Motherboard: Gigabyte H61M-S2PV (rev.2) -----> Asus Prime Z390-P
Ah thank you so much! I have heard though that allocating too much RAM (specifically for 1.7.10) would just be counterproductive for the game. As of right now I have about 7 GB allocated to my modpack (but I might allocate more in future).
I have also heard that Minecraft relies mostly on CPU speed rather than how many cores it has. My current CPU has only 4 cores but runs a maximum of 3.7GHz, but the intel I9-9900K has 8 cores, and can run up to 5GHz.
And also, I pretty much never play with shaders particularly on heavy modpacks, but I am down to consider.
Some of the mods I have installed don't really effect the world generation that much, kinda. I have the Gems+ mod, Metallurgy, Q-Craft, Traincraft, etc, which adds over 50 different new ores to the game (mining is like my favourite thing to do lol). Their is also Project Fruit which just adds a common amount of lemon trees, and I am also planning on adding Pam's Harvestcraft which adds a bunch of stuff to world gen such as plants, bushes, a few trees, etc but I am planning on making them spawn as rare as possible via the config file. I am also planning on adding Ancient Trees which adds a few more tree types into the game, but shouldn't spawn too much hopefully. Aside from that, I don't really have that many mods that affect the world gen that much.

I was just looking for any additional advice/recommendations for my PC parts in order to run big modpacks (including mine).
16GB are fine - with it, you can load modpacks up to 400 mods (requires an allocation of about 10 GB)
A good CPU is important - with Intel Core I9-9900k you are good to go
The GTX 1660 is also fine - with it, it is also possible to play with shaders (~40-60 FPS depends on the world generation by mods)
