Prison that you can't see all of it even with Normal view settings.
-A "Mine"
A "mine" where it's extremely rare to find anything but worthless cobble.
-Tree Farm
Chop and harvest your own trees.
-A Far Too-Controlling Owner/Admin
Either gives guards too much power or too little. Same with prisoners. Probably a God-complex. Wants everything his way. Spoiled.
-Option to Buy Freedom with Virtual Money
Spend weeks digging and chopping to get enough wood and cobble to type a command to purchase your freedom. Then what? Nothing.
-Shops to Buy Ores
Buy better ores with your cobble and wood.
-Cafeteria That Gives Meal(s)
Guy tosses an apple or some bread at you once or twice a day.
-High Walls Made of Bedrock
Huge walls. Yay.
-Glass Ceiling
Usually can't break it due to plugins. If you can though, you can escape, which would be too easy.
-No True Objective
Buy your freedom and then what? Do it all over again?
-Penalties are death/solitary confinement
Lose all your items in a blink of an eye because you can't afford a chest and someone killed you. Spend 10 minutes in a dark room.
What I'm proposing a prison server should have:
No pliugins. Plugins either give an un-fair advantage to some players or reduce Minecraft to something that isn't Minecraft. That's my opinion. The only plugins that this would have are anti-grief if available. I'll explain how I could make the chest system fair and protect the environment as I go on.
Cell rooms that are actually your rooms. Guards protect and lock your room when you leave so that no one steals your things. Your personal chest goes in your room out of reach from anyone outside the cell. You get a sign in your cell visible from the outside (so it can't be removed from thieves) that has your username on it. This makes sure that no thieves try to break into a cell that isn't theirs. Guard tower in the middle of the cell room with one or two guards watching the cells. You have the ability to make your cell look nicer. For good behavior/activity the guards will give you a painting or two. A working crafting table and furnace in every room. Fuel can be mined for or you can use charcoal.
Medium sized middle area. Around four guard towers. They all don't have to be manned, but tunnels to and fro so they can reach a problem area quickly. No prisoner can wander off undetected unless the guards are distracted by a distraction from other prisoners. Therefore, group escapes are feasible.
A mine that isn't filled with cobble only. Admins fill it with diamond/iron/coal every night or so while the prisoners are sleeping. This way it's not just hopeless digging for nothing. There's an actual incentive to going to the mine early in the morning.
Still a tree farm, but not massive. Maybe 10 tree spots. Make the prisoners have to replant still though. That way wood is more valuable.
No admins who are punks/unfair/don't listen to you. Guards become admins if they are trusted and responsible and the need arises.
You can't buy freedom. You use the wood/ores and your intellect to discover ways to escape. Buying freedom is unrealistic and lame.
No shop to buy ores. Mine your own ores or trade with a trusted fellow prisoner.
Cafeteria gives one meal: breakfast. You have to get there very quickly. First 5 or so people receive an item. The rest do not. Choose between this and mining for the best ores.
Reasonable walls. There's no point to massive 300 story walls anyway.
Glass ceiling. It does not go the whole way, but lets in a bit of light. Any attempt to block jump up will be dealt with by the guards. Heavily protected area, but may be worth the risk.
Objective is to escape. There will be AT LEAST 3 different ways to escape. All of the ways are either guarded or require intelligence to find. New ways will be added every so often to keep the experience fresh. Once you escape you are put at the top of the list to become a guard if you so choose. You have earned it by either being intelligent or working hard. If you don't want to become a guard, you can re-enter the prison and try to find other ways if you'd like.
The penalty for not following some basic rules is loss of items from your room. This may be paintings if you have them, valuable ore, wood, ect. The guards come in and take out of your chest. Good behavior may let the contraband be restored to you.

A massive tunnel network connects the armory to the towers to the guard bunker (either outside or underneath the prison). Chests below the towers contain arrows and bows for the guards to arm themselves. Guards always wear diamond armor to identify themselves. Armor can be found in the armory. Guard network is completely secure. Towers have arrow slits for attacking prisoners. Going in protected areas (signified by red? wool on the ground) is the only time when guards can attack you unless you're breaking a rule.
Archery range in guard bunker. As bows are resembling guns, guards will have to get good with a bow and arrow. Can be fun, too. Maybe an archery range for the well-behaved prisoners.
Fighting is allowed but discouraged. Anyone who is found fighting will be farther away from the guards' good sides. Attempted stealing from a cell that is not yours will result in all of your items being taken. Any attempt at hacking will result in a ban. Any attempt at escape that is caught by guards will result in a loss of chest items. Do not get caught if you attempt to escape. Stealing decorative items such as benches, glass, ect. just to do it will be considered griefing and will result in a ban.
Guards will give well-behaved prisoner's items. This could range from paintings to extra ores to hints at how to escape.
The server will start out small. After it is built, the builders will become the guards for the sake of the experiment and will invite 5 or so prisoners. This will be a testing run to see how easy/hard it is to escape and what the prisoners think of the prison. Active prisoners who enjoy the server and escape can ask to be guards. Then we'll slowly add more prisoners to the server. No more than 30 people will be allowed in. This is so it won't be impossible to guard everything and the chat log won't be filled constantly. I imagine a guard to prisoner ratio of 1:3 or close to that. Our goal should be to have an actual community, not just a bunch of inmates mining for bribery for "escape". It will be much like an actual prison with as much detail and knowledge of each other as possible. The guards will know each other and the prisoners can know each other. They can work together or they can work separately. Active players will be very much preferred to new players. Hopefully, with fresh areas being added and fresh escape routes, no one will get bored easily.
What I need to make this dream of mine come true:
A server. A guy who owns a server who is mature, nice, and agrees with me that this is an awesome idea. We need to be able to compromise and work together well. That's really all I need to build this thing and get it up and running. Since it's not going to be colossal, and it's summer, I could probably build it in three days or so with the owner's help.
If anyone has any suggestions considering things they would like to see in a prison server like this, please tell me. I want to make the best prison available. What have you always wanted in a prison server? What do you not like? What would be things you would change?

I thought the post explained how a prison could be done without all that. Instead of Lockette, guards guard the prisoners' cells. Instead of permissions, most of it is made out of bedrock and the rest is guarded. Instead of iConomy you mine for everything you could need.

Yes! I love using worldedit. It is REALLY easy. I would also set up permissions, just so we can have prefixes and simple building.
