I just recently returned to MineCraft after a break, and departed my old server and the people that are in it.
I am looking for a server, that has perhaps maximum of 7 or 8 players that are a close community, and yet again perhaps have a ventrilo, or any voice communication to talk and such. The server must be a building server, and a survival server as I like to survive, while building.

You should check out DankCraft. Our community is, for lack of a better word, awesome. Everyone on DankCraft knows how to chill and have a good time. We also have players who build and survive. (They survive WHILE they build!)
Also, don't worry about your hard word getting griefed. DankCraft has a very efficient protection system and a white-list. This keeps your amazing work and stacked chests protected from those annoying griefers. (We laugh at griefers on DankCraft)
Improve your skills on DankCraft to get resources more quickly while scavenging. Level up on mobs while grinding.

Server plugins and modification allow for hardcore survival (longer nights, hunger, much much more, etc)
There IS chest protection (LWC)
There is a whitelist with active moderation and administration
The Server has 24/7 uptime
To my knowledge there has never been any griefing, if it's even noticeable
There are skills and 3 possible in-game npcs factions you can "join" for abilities
There is no pvp or theft allowed
