What are the wastes: The Wastes are the world after the bombs. In November of 2075 (I think, I'm drawing a blank, bit late), nuclear volley began, and ended within five hours. America was destroyed. The wastes are the remains. A vast desert of damn-near-nothing, with a smattering of people across.
Briefly describe Fallout: Fallout is a series of stories, at their core, dark humor science fiction. Men and women, forced to live in the wastes, make due with what their forefathers left them. It's a harsh world, a nasty world. Absolutely disgusting world. But some make their way. Trading goods, services, being a guard, or a warrior is perfectly natural in the wastes.
What would your role be: If I were a player? A Ghoul. If I were a Mod? I'd work like hell on the landscaping. Everything has to be dirt, gravel and sand, with few patches of grass here and there, but towns have to get built, made of old tattered bits of life. Not to mention, the great under ground vaults, the FEV vats, the forts, etc.
How Interested are you: Very. I have mods in mind that would work amazingly for the game to be authentic to what we're doing, as well as, just in general, how to go about playing everything.

Gimme a few hours to compile a list. Just got home, got some chores what need doing.
edit - Okay, really, the game doesn't need a new texture pack, now that I think about it. Really, the only thing that needs changing is armor to be BoS armor. Though, to further that thought, if it's possible to change skins on critters (cause I haven't actually looked into stuff like that), I'd suggest skin and audio changes for pretty much everything...
I need to contact one of the modders and ask about this.
Cows = Robots - Killing them produces rusted steel, which can be fashioned into a rusted T51.
Pigs = Rabilopes - Killing them produces steaks.
Sheep = Dogs - You can sheer the mangy thing for cloth, but overall, they're friend.
Chickens = Eyebots - A broken one drops stabilizers for arrows.

Okay, so I went back and looked again. Didn't see the IP in the OP, but it is all over the place, so I feel sorta dumb, but I looked over the server, and... gyeesh. I am gonna sound like a jerk, there is no way to avoid this, people are gonna get mad regardless, so here goes.
First and foremost, the server looks absolutely terrible. It's pretty obvious someone just went in with MCEdit and start changing everything to sand, which, while it works, it's... it won't always work. It's kind of a mess. Secondly, the stuff that's built is all quite ugly. Not in the post apoc ugly, but in the rushed and ugly what are you doing way. That said, a number of the things that WERE considered and given adequate time to bother with, quite nice. Such as the person who made a dispenser trap room. Nicely done.
But overall, she's... not... just... gleh.
This seems like one that might wind up being quite difficult to fix. So I'm trying to think of how it can be fixed. Firstly, I think it might be necessary to start off by someone going through some world generation (or downloading one of those Flatworld maps) and starting the whole thing off flat dirt. No grass anywhere to speak of. Because that is what you have most of in the FO universe. Barren dirt, more than sand. Trees should be exceptionally sparse. Cacti, as well. In fact, most plantlife is pretty damned rare, because the water situation.
So, we make our Flatworld of Dirt. Then, load her up in MCEdit. We want this world to probably be... I dunno. 5000 meters in every direction from zero seems fair. Which can then be enforced with a less-than-invisible wall of Adminium/Bedrock reaching the sky. This can be achieved fairly easily in MCEdit, and then the top layer of each just be covered in... I dunno, still lava? Just to make sure you can't leave. Because seriously. If you're playing Minecraft on a Fallout server, you're here to stay.
Next line of duty, building the world. First and foremost, we got to remember that, because this is Minecraft, we can't just build everything. So what if we set it up with some specific parameters in mind. Say, start with three vaults, a Tribal village, a military base and four towns. Given 10,000 square meters, that'd be easy as a dream to accomplish, and'd take virtually no time to do, really. A single person with Admin powers could crank it out in a good time. Vaults could follow the Fo1/2 design, since 3 and NV get into the 3d aspect and it gets a bit confusing as to the placement of a lot of things.
But before we worry about cities or vaults, you gotta get the basics. Roads and hills. Roads, actually, would be pretty easy, all things considered.
Copy and paste those moving around on MCEdit, and you've got a functioning highway. Once the rest of the world is done, wander the world and drop TnT in some spots, and just BLAST the holes into it.
Hills and lakes would be something to take into consideration, of course, but they'd also be an easy fix with our good buddy, MCEdit. Brush, Round, say... 8? And just start making chunks of air in the ground for lakes, which can be filled by highlighting the top layer, and filtering air -> water, which'll flow down and fill the lakes. Mountains and hills are a bit more tricky. I know you can make the same scoops into dirt with stone noise, and then use like, multiple sizes, change the shape of the brush to occasionally fix you up with some shape to it in general. Or, conversely, make them big spheres of gravel on the surface, then go into the game, slap them so the gravel falls, and then let it settle and then go filter it to dirt. Your call. Me, I'd stick with the brushes with dirt.
Now, onto locations. Vaults would be , Towns could be , Tribals would be [>>-i>] , A military base would be and... hell, for funsies, let's say we did a mutant base as

Or something like that. And towns can be made by a single person in about a day. I think that two or three weeks made private, this could be made easily.
As for these places specifically, I think I said above, Vaults should follow the Fallout 1/2 layout, with lights being done as glowstone, floors and walls being iron. The inside stuff could be toyed with. Each floor should have a roof of glowstone and a floor of iron. So... yeah. Elevators should be 2x2, with both sides covered in ladders. The ground level could be anything. A hill on top. A shed. Something.
The towns should mostly be shredded, although a couple that are sizable and nicely made couldn't hurt. Because we don't have Stimpaks, I think Mushroom Soup should be easily made available and given to shops on a daily basis, just make it widely accessible. Steaks and fish could be available, and we all just agree that it's whatever we want it to be. Arrows could also be made available.
The military base should be... well, made however we want. Remember that, since portals don't work, we could use portals as the 'force fields'. Traps gallor in these areas. Dungeons, essentially.
The Tribal Village would be great, simple and important. Place it in a corner of the map against a giant body of water, with the only trees and grass in the world, but just outside of it, put an adminium cliff with a wooden bridge. This way, the world has cows for leather, chicken for eggs and feathers, pigs for natural steaks, and sheep for wool. This would need to be constructed VERY carefully, so as the grass doesn't spread and ruin everything.
Okay. Let's talk about Mods. You gotta be careful about Mods in general on multiplayer servers, because people will grief like a mother ****er, if given the option. So my suggestions would include ModLoader, Audioloader, Basic Elemental Arrows, Ye Olde Minegunner, Writable Books, and maybe 1 Glow Dust = 1 Glow Stone, assuming these are all available for SMP use.
Elemental Arrows adds four new arrows, each built by replacing the flint head with something else. Coal makes fire arrows, which catch mobs or blocks on fire. Gunpowder makes explosive arrows. So right there, the solution to flamers and rockets. Third is ice, which you make with a snowball, which... NOPE. And then eggs, which might create a chicken. Whoopie.
Ye Olde Minegunner creates various flintlock weapons to facilitate our guns. Only hitch is that they are flintlock, and require reloading after every shot. Trade off is, ton of damage. Personal call, but I'd like it. Plus, I think one has like, shotgun properties.
Writable Books is basically just... writable books. They go on a book case, and it'd make for an interesting little atmospheric boost, and a replacement for shitty sign messages. And then 1 dust = 1 stone, duh.
The only unique mod I could see us needing, and I'm sure someone out there could figure it out, would be passive mobs on dirt or gravel or sand. It probably wouldn't be a difficult tweek for a modder to pull off.
