There is no set date, Mojang did say that they were looking at doing that in the future when they were talking about things they could do with the improved API system they are working towards. It is still all pretty vague...
They know that some people would like to change their user name and I am sure that they will include that feature when they can, but I don't think it will happen really soon.
Your best chance is to write to Mojang, actually send them a letter through the post office, not an email like they get thousands of each day. Include all your account information, full name, and email address so that they can verify it is you and then ask them to please change your name to ??? (name you want now, make sure it is a unique name).
To send mail to Mojang use this address... (it must say "The Minecraft Team" so that the right people get it)
