To get snapshots, open your launcher and press the “New Profile” button. Call it “snapshots” and check the box saying “Enable experimental development snapshots” and save. To switch to the normal version, you can select it in the dropdown at the bottom left corner of the launcher. Back up your world first or run the game on in a different folder (See the “new profile” dialog). Snapshots can corrupt your world, please backup and/or run them in a different folder from your main worlds.
so, does that mean we will have no new features this week, or there will be a 14w08b that will add in new features
Generally, when Mojang releases a snapshot changing only the last letter (a, b, c, d, etc.), that means that there was a bug fix for a major issue (generally crashing). So, to answer your question, most likely not. Maybe next week

1. Click on link to report bug
2. See that I have to create and then sign in to an account
3. Immediately close page and leave bug unreported.
I can't speak for anyone else, but unless it's made so that we can report bugs either from within Minecraft / the Minecraft launcher (without ever opening a web browser), OR made so that we can report bugs without signing in to any accounts at all, I suspect that most people who experience a bug will simply ignore it, because it's such a hassle to report a bug, and let's be honest, everyone already has too many online accounts to manage. Please don't add yet another one to that list.
Just my two cents.
If it's a hassle to report bugs, no one is going to report them. Right now, it's a hassle, not to mention the bug-reporting web page is full of links and other stuff that requires people to actually read and figure out where to even go to report.
It should be like this:
1. click "report bug"
2. fill out some information in a form that immediately pops up
3. click "submit"
That's it. No signing in to an account, no having to figure out what goes where, etc. Will there be lots of multiple bug reports? Yes. But there probably are anyway. Surely Mojang has set up some code to automatically parse through and sort bug reports, rather than relying on users to search and read through all previously reported bugs to see if the one they are reporting is already reported?
Mojang has been working on major rewrites (inventories/menus/block models) for the upcoming API still, but here’s a bugfixy snapshot in the meantime!
Please report any and all bugs you find in Minecraft to bugs.mojang.com. BUGS CAN'T BE FIXED IF THEY AREN'T FOUND AND REPORTED!

We all know this won't happen with how Notch wrote the code.
I kinda wonder just how much of Notch's original code actually remains?
Dinnerbone and Jeb said, "about half" on Twitter multiple times, reddit several times, and I think at the Q&A during Minecon.

Maybe if lots of people search for bugs and stuff, the mod API might come out quicker.
