I think it would be nice if Mojang made a converter for the skins. For example, comverting a 1.7 skin to a 1.8 skin. Just like how TextureEnder works. That would be extremely useful.
To convert, re-size the canvas to 64x64, copy your arm and leg to the bottom center, and flip your arms texture horizontally. Conversion complete! (It helps to base off a template or the default Steve skin.
I have no idea how to use a hat.
I don't understand how two layers differs from a single layer, unless the idea is that you can "wear" someone else's clothing layer over your skin layer by putting their second half in with your first half.
It's just a layer around the entire skin, that sticks out a bit farther. It's good for adding slight 3D effects to the skin. Like when you see people adding the extra bit of hair sticking off the head, or a when they actually add hats with part coming off. Cept now, you can do that for the entire skin. Obviously some people are going to find it more useful than others. Personally, I enjoy the addition.

You don't need a converter though. Old skins will still work for new versions of Minecraft. Both new skins and old skins work just fine. No need to convert anything. The only 'converting' you would have to do, is if you wanted to add extra stuff to your skin, using the new hat layer, or changing the 2nd arm/leg. And that, you'd have to do yourself, since it's actual skin editing.

Now can someone fix the villagers in the Savannah and Desert biomes to not act like it's raining 24/7? They all cram into one house and are REALLY hard to trade with when they're sprinting everywhere, constantly slamming doors.
will skin viewer be updated to view the skin changes?

How long before Nova Skin is able to update their skin editor so that you can edit your skin AND have it work Offline?

/fill: fills a cube region with a certain block. Either solid or hollow.
/clone: clones a cube area into another cube area. Either copying air or not.
