Then it shouldn't break any mods. It's like going from 1.2.4 to 1.2.5.
Sadly, almost all of the mods compiled for 1.3.1 will need to be recompiled for 1.3.2. There is apparently one new class that was introduced that shifts around the obfuscation. If you are using MCP, it will be a trivial change and I don't see many new methods introduced that will cause problems, but there are some minor tweaks and things to look at in this update.
In other words, just enough changes to cause problems and require updating all of the mods.
It shouldn't delay Forge that much though, which still hasn't updated from what I can tell. There still are a bunch of mods that haven't updated to 1.3.1 yet either, so they may even completely skip 1.3.1 and go straight from 1.2.5 to 1.3.2.
MCP has been updated already for 1.3.2 (which was incredibly quick, all things considered). I just hope ModLoader catches up real soon, although Risugami may not update until after the release is official (aka ModLoader won't be available until Monday at the earliest).
They won't! They will not implement new features in patches anymore. Instead will the new big updates (1.4, 1.5 etc.) include more features, since they have had more time to work on them.
In all honesty, I don't know that i'll be using MC above 1.2.5 except for checking out new stuff and adventure maps. At least until they go through and systematically eliminate all the bugs that are now prevalent in single player. It just kills the mood when you're looking through the world/etc.
The Vsync and Fullscreen can be counted as a bug? Also 1.3.2 is faster, less buggy. Only when things are bug fixed, that's when servers need no update. I'm pretty sure when you do updates where you just up the last number, you don't always have to update the servers. I know spleefleague is still in 1.2.5!
Could someone tell me what's basically in the update besides bug fixes? I wanna know, but I don't want to install it myself yet. Also, will 1.3.1 texture packs still work, or will they need to be updated?
Personally I am ok with that, the suffocation bug was really annoying. I luckily haven't ever died traveling through a Nether portal like I know a lot of people have but I'm glad it doesn't seem like I will have to worry about it now.

This is just 1.3.2. Dont get excited for the things that arecoming in 1.4. Those are in 1.4, the 1.3.2 patch doesn't do anything but fix bugs.
1.3.2 doesnt do anything but fix bugs. No new wip block.
Thats because the patch from 1.2.4 to 1.2.5 had a prerelease, like this one.

Version 2.1 now updated for MC 1.6.2

They are not in 1.3.2Im curious as to the date and time of the minetv recording. I'm 99% sure i can make it but when is it.
This is why bug fix updates on a separate branch will likely never happen again.
*Facepalm*
