I don't understand why you need to send them to the nether for this to work. Couldn't you just as easily build a falling trap at the end of the water conveyers?

He stored them in the Nether because, since he isn't in the Nether, the Witches are saved in an unloaded chunk, causing them to stay there rather than despawn. That way, you can still get massive amounts of Witch drops without any decrease in the load.
