now im thinking anvils should be found in the blacksmiths building in villages, after all, he has the forge. now he needs an anvil to do something with.
in most cases you will probably stick to the old 2X2 grid repair, but for that max-level pick or armor you really want to keep or combine if you got junk enchants previous times.
and the high iron cost/low anvil durability is part of thier method to keep people from abusing it.
Yes but it has limited usage, How come a wooden block (crafting table) has infinite crafting usage, but a block of metal that takes about 52iron ingots to craft is finite.
Its a stupid idea, and is only good for aesthetics. You can repair any of your items free on your 2x2 crafting gui (but lose enchantments) without costing any exp.

There's a difference between a special table that you build stuff on and a block of iron that you smash with a hammer.
You can repair items, and keep the enchantments.
You can combine tools to combine their enchantments.
You can rename any item that you can get in your inventory.
It is VERY useful. Not only is renaming items a nice novelty, but look at all the possibilities for map makers.
Anvils aren't invincible. They usually break after 6-12 months of use (Me thinks)
and how long does a crafting table in real life take to break? does the wooden crafting table break after a few uses?

When you make a written book the max amount of characters for the book title is 16, but when you use the anvil you can add 14 extra characters to the title. Its pretty weird and I just noticed it.

I don't think it should cost xp to name the sword... That's just ridiculous in my opinion. As for combining weapons/tools and their enchants, I suppose a high xp is a pretty reasonable cost because I don't want to see everyone just running around with sharpness V, fire aspect II, Knockback II, Looting III swords. It should at least be a bit difficult to do.
