I'm assuming those might be thief NPC's buglers. Just from the look of it, dude holding item, those kinda look like humanoids and they're wearing black.

I'm thinking Wraiths? they're tall, ghostly, and by water, so that's probably it. I'm glad to have scarier stuff though!

I think we can have legit grass blocks now.

They hold more than sand, you can see the guy further back holding dirt.
