IMO, I really don't think they can keep up with the PC version. First of all, Java is very easy to code, but the Xbox doesn't use Java. Second of all, new snapshots and updates come very fast on the PC version, but slow on Xbox. So I am pretty sure unlimited worlds will come out before it even reaches 1.0 Final.

This isn't Mojang. As much as they would like it to be free, Microsoft will not allow it. They are already making the updates free.
And in my opinion, Microsoft is gonna make as much money as they can within reason from Minecraft XBLA.

They'll be able to catch up soon enough. After this update they are going to 1.8.2 then they are jumping all the way to 1.2.5 in a giant update. Witch both are already in the works. So I believe they'll catch up soon. They are more worried about getting all the features into MCX360 than getting unlimited worlds in.
Can there be a suggestion skin topic so like maybe a contest to see what skins are put into the game and ones that don't like me personally want a mudkip skin cause i love mudkip and i want to see of this would happen and it would be cool for us to choose what skin goes and what dosent
The reason a Grunt skin is here is only because Halo is literally 100% Microsoft created, 343i is a company formed by Microsoft that creates Halo. I am not surprised a Halo skin was added. Some peoples skin ideas could get 4J Studios or Microsoft in trouble, due to most of these skins being copyright. This is most likely why they won't add things like Mario skins, since Mario is owned by Nintendo.
I think they should just have it so if you have a PC account, then you connect it to your Xbox account so your custom skin on PC would be there on Xbox and if you don't have a PC account then you have to buy from the DLCs

Yea, we can't really have very high expectations for 4J Studios. Official mod support for Minecraft XBLA is never gonna happen, let alone custom user-made skins and larger worlds. While I understand that world size and mod support are both hindered by technical limitations, mod support and user-made skins would both reduce potential profits from DLC.
That doesn't mean there can't be mods, though. Xbox games have been modded in the past; there's Halo 3 maps with entities not normally obtainable in the editor, and COD auto-aiming. Difficult? Yes. Impossible? Nope. Xbox Live is surprisingly lax about mods, even though I'm pretty sure their terms don't want people modifying the games.
They edited the front page recently, it used to be only a picture of steve feet, in a creeper skin, if that makes since. It also didn't talk much about skins. That was all added recently.

I doubt it, X360 is too weak to handle that much

That's not entirely accurate. It was created by Bungie, then 343 Industries took it over later.
