I..can't even use this snapshot. Maybe it's due to the login servers being down? But even trying to play single player, it says "Failed to connect to server. Connection refused: Connect"
My question, is why is it trying to connect to a server...if I'm playing in offline mode, on single player?

Its already been pointed out that they are migrating to client/local-server setup for SP mode. Natrually this inherets the problems that come with networking, but should streamline development once the inital kinks are worked out. Someone else already mentioned the added boon of being able to have friends add/drop into your SP games, without having to manage the server separately.
But to the topic at hand. Assuming its not another odd bug, it might be firewall or security suite software blocking it. If you enable java console (in windows), you should be able to bring it up via the java tray icon and see whats going on.
It should look something like this:

Once you grow up and learn to listen you will finally understand that the idea for this servers and partnering with friends is that you INVITE them, they don't invite themselves.
I don't know if it's been mentioned but I'll say it just in case.
I've been playing single player mode on 12W19A and I'm often disconnected(not due to the game) from the internet. I've noticed a few times that when I'm offline, my personal inventory and slots are empty. When I jump on and online again, my things are there again.
I was jumping up and down in a field and was doing it pretty regularlly. The server thought I was flying and kicked me from the single player game saying, "Flying not enable on this server" or something like that. I tried reconnecting and it told me the connection was refused. So basically you can get yourself kicked from single player games now.
Woah you had a,CHUNK ERROR? Woah! Thats so hoirrible! It mustve been so much trouble logging off then back on again! Im suprised that you made it! Omg i just cant believe it, a CHUNK ERROR!!!? You mustve been the first man in history to discover a chunk error! Someone should write a book about you: The Man Who Had To Log Off Then Back On To Get Rid Of A Chunk Error.
XD no offence
It is horrible when you concider they weren't a problem at all in stable or snapshot builds up until this point for single player game play.
The large biomes feature definitely makes Minecraft more realistic. I spawned next to a mountain biome and it seemed to stretch on forever, like a real mountain range.
I Hate This New Update, Except Large Biome, This Isn't Single player Anymore, I Miss It, Mojang, Notch, Jeb, Do Something, Make Me Feeling Bad, I Am Not Able To Cheat Or Fly or Anything, And Then I Got A Server Error........
I ended up on a server type thing instead of a singleplayer world, I have the latest TMI for 12W19A and can't even use it! Granted this is my first time installing a snapshot, so, help please?
Well I am sorta going to miss the old singleplayer style. I understand what they mean by makig a local network just for friends but I think its sorta making servers a little less usefull. if you want to play with your friends you could just go and find a server or make your own. I like pretty much else but the new SMP SSP unify thing. I mostly hope they still keep the single player style they have now with 1.2.5 and drop this new local thing since it doesn't apeal to me at all.

My wip 32x texture pack.
No, other than blocking the server port for Minecraft with a firewall. Somehow I don't think that is the answer you are expecting.
Yes. That hasn't changed... just the way it connects internally has changed.
Version 2.1 now updated for MC 1.6.2
My question, is why is it trying to connect to a server...if I'm playing in offline mode, on single player?

The file IS a zip. After downloading, unzip it. The client and server jars are in directories "bin" and "server" respectively.
