I thought of something. As most people say they should be rare yes I agree. Another thing they should only spawn in mineshafts and caves which adds danger to trying to find the diamonds. They should also be their own light source so when you see the moving light you better get the hell outa there. Keep the staring contest thing that is cool as hell. When you get near them your player should start to breath heavily adding suspense in the air. There should also be variations on them like the pawn enderman who doesn't really pose much of a threat but they should travel together. enderman commders who pose a really big threat and each of the different types should have a different light. Maybe even a whole dimesion of the Endermen an ender queen. And when you fight the difficult ones you should play hide and seek with them. they should also make a faint noise when like behind a few blocks so when you turn the corner he is right there screaming in your face or something just some ideas i thought of use them if you like them
It would be cool if the Enderman could pick up the player and drop them from high places. They could run with the player until they reached a somewhat high altitude level.
And the camera could be locked on the Enderman's screaming face.
Look at them once and you can't look away...I might consider my movements then.
I think a combination to make them really scary would be like the redeads in legend of zelda. You'd look at them they'd shriek and paralise you. Then teleport up to you shake you and make you drop half your items out of your hotbar. Then there would be a brief pause before they started to attack to do damage where you could run for your sword. They would do around 4.5 hearts of damage and have around 30 health but be very rare solo hunters. They would have a sort of aura that would attract hostile mobs from nearby but stop more from spawning after this. I think it'd make it more rewarding. Also, if you tried to put blocks to hide from them they would throw them randomly in a circle and if they hit you, you would be stunned for 3 seconds for trying to ***** out. It would make the spider jockeys look like pansys though.

Notch really needs to change Enderman. They should be rarer (not seeing one a ****ing night) and remove block taking / placing. I'm tired of seeing floating trees and random stumps. They should just leave a trail of pink mist if they've been there, not destroy forests.
If we want to talk difficulty and creepiness, how about this?
-They don't just pick up blocks and move them, they take those blocks and build predetermined structures.
-They become much faster, teleport more often, can attack from long range, triple their health.
-They can also hunt the player. So if you built a big castle, they start tearing the walls down to get to you.
-Improve their sounds, make them similar to nightmare fuel.
-Add a distortion effect when they're close to you, so you can't just swing your sword at them, you have to guess a little bit.
How about: make enderman very rare but not tooooo rare, make them NOT in packs, becase to me they seem less scary in packs. they seem to common. and make them do a TON of damage, and have a lot of health but not too much. (maybe like a person in diamond armor). so this is how it plays out: You see an extremely rare and dangerous enderman, you think"I better not look at it" but you do anyways, so it stares back at you. Frozen. and you and the enerman are both like O_O. so you move a but and he starts teleporting to you (as normal) until right before he gets to you... hes gone! and all of a sudden you start getting hit. 3 hearts at a time, until you turn around, see him and he vanishes again in a puff of smoke!
Come on, endemans are great, i would only say they take to long to pick and put blocks. Life and damage are useless changes, they doesn't generate any emotion. I love the idea o a mob moving blocks, it's GREAT!!! you should work on this, maybe make brick block unmovable to them or something like that, but i firmly belive the enderman should be based on the block moving, and obviously on that creepy look they have, maybe increase the distance or make them rush to you and start breaking blocks near you and after attacking you!
They should be programed to actually build stuff; and for peoples complaints about them taking blocks... just keep the Nerf, BUT give them the ability to spawn blocks... nothing like finding a random sandstone figure in the woods... (limit how many items they can spawn)

I'm not experienced enough to advise about defending railways, but at least with buildings, you can create defenses that will protect the building from monster attacks, including Endermen. My main "home" is an island fortress right off the coast of an excellent mining area I just found. Hollowed out the island, with vertical outside walls of stone/cobblestone (double layered at the water's edge) and plenty of lighting. Even if a creeper exploded next to my wall, it wouldn't break to the inside, and Endermen would die from the water before doing any real damage.
i have an idea that enderman cannot pick up blocks you have placed but they can pick up and other blocks and throw it at you and if they hit you the block falls to the ground sticking you there and if you havend mined it yet they throw another block at you after about 4 seconds and if there are two blocks on you, you sufficate oh and the readius they can throw is about 20 blocks anyone think thats good?
Enderman should do more damage, have a higher health, not be so vulnerable in water (I think walking on water would be smart...only mob you can't avoid from running in water)
and no packs...make it extremely rare and each one is by itself...

When I was flying around in Creative, looking for a mushroom biome, I came across a really weird thing that may relate to this. I was flying through a desert, and found a lone enderman. I descended to duel with it. That's when I noticed the weird behavior it was exhibiting. It kept teleporting, even when I didn't look at it. Armed with my trusty bow, I decided to just look at it, and then fire. EVERY TIME I FIRED, it teleported right before the arrow hit. I found my arrows on the ground where it was, but I never managed to hit it. After reading this, I'm wondering if this is part of what Notch means.
Edit: After further testing this is what I found:
-Endermen are peaceful in daylight (if you stare at them the glare at you for a second [like at night] then ignore you)
-Endermen, if hit by an arrow, teleport
-Endermen are unaffected by arrows
-Endermen attacking you will grow passive once day hits
-Endermen teleport randomly during the day
