Simply put, I think the Endermen should only be seen out of the corner of your eye, and be very hard to look at at all.
If you could only see them at the edge of your vision, and when you swivel closer, they teleport to another location (away from you) behind you, then it makes them really creepy and hard to ever investigate closely, which is a staple of horror creatures.
If you DO manage to look right at them, then all the same rules should apply, with a bit more unpredictable teleporting and aggression.
I took on 3 endermen and won. That's how easy they are. They're easier than creepers and skeletons.

Endermen block moving is a nuisance, not threatening, so their ability should be something else entirely. I think they should be persistent like animals, and when they spawn they spawn in a small pack of 2-4 and set to work building some kind of creepy Enderman structure, maybe moving the dirt/stone out of the way to build underground.
In fact, how about having them create Obsidian as an ability? They build their structures out of obsidian that they create spontaneously, and the more obsidian there is in a chunk, the higher rate of Endermen spawn, and the higher the maximum number of Endermen linked to the chunk at a time.
If you let them go on long enough, then they build a portal, high up in the sky, and have a chunk with portals in it spawn ghasts.

starving endermen - he follows and push your around and is invulnerable till you give him food.
blight endermen - he turns all your food rotten
acid endermen - your vision is blurred and you hallucinate creepers
musical endermen - he carrys a music box and plays you music, if you don't tip him he gets mad and tries to blow you up.
demolition endermen - he throws tnt at you that doesn't do as much damage as creepers
kiddie endermen - he jumps on you blurring your vision and summons nears by endermen
stalker endermen - he just stalks you. He teleports to wherever he has direct sight or throw glass but never comes closer than 20 feet. if you look at him he'll hide.
They should be a little harder to defeat, actually.
However, I've only ever run into ONE ever. There should be a biome where more of them spawn, thus making it nearly impossible to get through there without looking at one.
I say they need to be able to move LESS blocks, but don't take it away completely, and in exchange, give them a creepier "You looked at me" glare, before they attack.

Endermen should act like Weeping Angels from Doctor Who. If you blink, you die. So basically if you look at them, they stand still and just watch you, but the moment you turn your back they start charging towards you to attack. They should be very hard to kill and should do 2 1/2 to 3 1/2 hearts of damage. You want this thing to be feared right? Make them come in pairs, that are never far from each other. Low-ish spawn rate, maybe have 'em avoid light?
Also I think if you attack them with a bow while they're watching you they should teleport close to you or just straight to you, so you can just stare at 'em and shoot them while they stand there.
I think the way they could fix Endermen would be to do the following:
1. Endermen will also be provoked if they have a LOS of you, and you're 3-5 blocks close to them.
2. Endermen will kill you in only one hit if you have any armor below diamond.
3. (optional) Ender Pearls should do something like give you something like a massive experience bonus, could be crafted into weapons or armor to make them more effective, possibly producing a form of cursed equipment.
4. Endermen shouldn't have a weakness, or atleast a lethal weakness.
5. Endermen should be tough enough to survive 10 critical Diamond Sword attacks.
6. Endermen never spawn in groups, rarely spawn on chunks (like slimes), these chunks, providing they're not underwater will be detectable through a form of obelisk or tower made with obsidian, and will always drop Ender Pearls to compensate for being exceedingly rare.
All of the above would definitely make them 10x more terrifying and give you so much more of a hard time killing them, in turn, making the Endermen an enemy you can't really fight unprepared.
At the moment, the problem with Endermen at the moment is that Endermen are pretty much on the same level as us, and I think they need to be a more efficient killer in order to truly be terrifying.
endermen were much creepier in the 1.8 pre-release because of the green eyes and black smoke. now they just have magenta eyes and nether particles. they should also disappear in a cloud of black smoke in sunlight instead of burning. burning makes them seem to... dense. i always thought of endermen as having a dark, mysterious, dementor-like feel. anyone agree?
personally i think they should stay the nautral-till-you-look-at-them way they are now so they become less annoying and more of an obsticle like the creeper after you get better stuff to fight it off with!

A remove them entirely
B nerf them for all difficulty's but hard (no block pick up on normal and lower)
C leave them the same and tell players to "deal with it"
also when you make them tougher people will complain about them being to difficult
so from now on when they make a new thing (like the endermen block pick up) save everyone the time and say we are not changing it
Been playing on and off for a few weeks now, and I've only faced an Enderman once. I'll admit, I was a bit freaked. Mostly it was because I was in a somewhat cramped cave I had just started exploring and no iron sword or armor on me. But from what I've seen, it looks like they're a bit too easy to kill.
From what it seems like the original intent was supposed to be for the Endermen, we should be scared any time we run across one. Firstly, I'd get rid of the water weakness. I'm for either them walking on water or having any water they step on turn to ice. Secondly, they should scream. Not the growl of zombies, but a full-on scream that should give you goosebumps and temporarily freeze your character, as well as summoning another two Endermen. The advantage I see to doing this is that the freeze time and number of summoned Endermen can be adjusted to account for the difficulty level in addition to their basic stats.
As far as the moving of blocks, obviously I have no horror stories on that, but I'd keep it around. If anything, I'd make it worse if they attack you; picking up any blocks in their way and tossing them aside if it'll help them attack you... including the wall of your house (so long as it's not obsidian).

Indeed, more creepiness and danger is a must, and they would be more effective as a rare and dreaded occurrence than a common nuisance. But I must interject-- Creepers are MUCH more well known than Endermen.
