There is an endless supply of Horse Armor in your world, even if you explored every inch. Here's how to find it:
(1) Reset Nether
(2) Enter Nether
(3) Enter Nether Fortress
(4) Walk around the inside passageways (i.e., passages where there is Netherbrick, not Netherrack, above you) until you come upon a chest (there are many many chests).
(5) Open chests (you will find horse armor in at least a third of the chests)
Yep could not agree more, I'm also in survival and after visiting the nether I now have six, yes 6 sets of horse armour.
although at this point it is of no use until they fix the horse glitches, otherwise you will just lose it.
Not necessarily true. If you use a name tag on a horse, it will not despawn. You should be fine keeping a saddle and armor on a horse that has had a name tag used on it as mine has not despawned after playing on the world 5 different times. If you want to use armor and a saddle on a horse without a name tag, just make sure to remove the saddle and armor each time you get off of it.

Nametags can keep any mob in the game from despawning (With the exception of adult villagers, you can only name the babies). To use them, just put it in an anvil and rename the tag, then take it from the third slot and use left trigger to put it on a mob. They'll be available to buy from librarians as a rare trade, in the next bug fix (Nobody knows when this will be)
