In peaceful, you could have the regular bat's as we do now these work as a good indication of poor lighting in dark places. In survival mode easy and up you should have poison bats with rabies, the might have to eat a golden apple or some strange combination of items to cure yourself...
I'm not sure it's possible to keep a hostile mob in peaceful mode by changing its behaviour, however I don't know whether that's true as I think you can still be attacked by an Iron Golem in peaceful, so don't quote me on that...
Also 'poison bats with rabies'... Which one? They're not one in the same, however I do know what you mean; maybe a bat flying into you inflicts a minor poison effect for about 15 seconds. I don't think it should be for prolonged periods of time because, although poisoning can never directly kill you, it makes you immensely vulnerable. Especially if the bat hitting you deals initial contact damage, and you've been weakened down to half a heart.
As for a cure, as poison would likely be the best bet, a bucket of milk - despite being nonsensical - would suffice as it is already implemented as a poison cure, as well as a cancel all potion effects solution.
You could have second set of bats.
Either one is fine although if you had rabies and your in pvp, you could spread the love around

I always wondered why bat wings are not in the game, but this suggestion would remove the uselessness of bats and make them viable mobs
Bats would drop bat wings. These wings could then be used to make at least 2 potions: Potion of hearing and potion of blindness. Since bats are generally known to have excellent hearing and poor eyesight, these potions would make perfect sense.
Potion of hearing: This potion would detect creepers coming up behind you and other mobs/players. Perhaps a hissing sound from creepers would be their indication they are around, other mobs perhaps just amplified noises they make.
Potion of blindness: This potion would render the mob blind, and walk around without attacking for a set period of time. If used on a player or if you are affected, the screen goes black or EXTREMELY dark. Cure could be potion of night vision
