Possible new block/s required: Tombstone/ vertical stone slab, dirt slab(?)
A graveyard would be a generated structure similar to a village that is generated on open areas.
The first thing to be generated in a graveyard is a central monument. The central monument contains a monster spawner that generates either zombies or skeletons, or possibly spiders. Like the well in a village, the graveyard is generated around the central monument, and a gravel road spreads out in the four directions from it.
Groups of graves using tombstone blocks or veritcal stone slabs would be the most common generated structures around the graveyard.
Each graveyard has one abandoned church in it. The church is almost identical in design to the ones generated in villages, but uses a combination of either cobblestone and mossy cobblestone or stone brick, cracked stone brick, and mossy stone brick to make it look old and abandoned, possible with missing blocks. The church may contain a chest with hard to find items in it.
Another posible structure inside the graveyard is a mausoleum. The mausoleum is similar in design to the Jungle Temple, including the use of tripwire traps. Most of the mausoleum is underground. Rare item chests may also be found in the mausoleum.
Small monuments and other small structures can be scattered around the area.
The graveyard is surrounded by a fence. The fence constists of three block high stone brick pillars with iron bars spanning between the pillars. Where the fence meets a gravel road, a large open gate is generated, consisting of a pillar on each side of the road and a span of iron bars three blocks above ground level spanning between them. Since the fence is randomly generated, there will be plenty of places where there are open spces for monsters to escape.
And alternative to the fence would be a to use mossy stone fence blocks.
The interior of the graveyard would be similar to the open plains biome with lots of long grass. Lots of flowers, particularly roses, would look good as well.
I suggest the creation of three possible new blocks for this:
The tombstone is the most obvious. There really is no block currently available that resembles a tombstone. When mined with a pickaxe, the tombstone is usually destroyed, dropping itself only rarely (1 in 8 chance with a higher chance if a pick enchanted with fortune is used). It will drop 0 - 2 bones (more if a pick enchanted with fortune is used). Rare drops of other items are possible (i.e. gold bar, iron ingot, carrot, potato, used iron sword, etc.,)
A stone slab is suggested as an alternative to the tombstone, because it resembles a tombstome. It is also a block players can use in building their own structures.
A dirt slab is suggested only to give the appearance of filled in graves. It is also a block players might be interested in using.

Great idea for a PC mod and a nice amount of details, but kind of unfitting for general play. Most of Minecraft was a happier "do this or that" feel, whereas a graveyard...well, dead stuff.
I think that I saw this suggested once before (where on here, I have no idea) and it had mixed results. We'll see what people here have to say....
I'm not sure that an entire new "structure" is needed for what ultimately amounts to a couple new building blocks in the game. The tombstone sounds like an interesting idea, but personally I would rather see vertical slabs added to the game. They can be used in lieu of tombstones and have a more versitle building potential.
I'm not against a graveyard idea, though. However I think it should be included as part of a village, rather than its own stand-alone structure.
- a 9x7 footprint would suffice. Its border can be cobble walls (to match the rest of the village), which leaves enough room within for two rows of 3 tombstones.
The dirt slab was once an actual item in the indev days of MC, but Notch removed it. I think it had something to do with grass growing/spreading to or from the dirt slabs.
The Abandoned Graveyard 'theme' would be (in my mind) more of an Adventure map idea, rather than a structure that should be added to world generation. in that the Abandoned Graveyard is a nice thematic touch to a very specific genre,,, but it isn't very versatile to the open environment that allows players to continuously use their imagination to build what they want.
I have to agree with Deskepticon in that I wouldn't mind a small grave yard being added as part of the existing village spawn... but not one riddled with undead MOB spawners...
Personally, I think a single cobblestone fence or a mossy cobblestone fence would make a decent head stone. But I've been an advocate for vertical slabs for other building purposes in other constructions for some time now. But I'd also support additional 'stone' walls added into the game as well (http://www.minecraftforum.net/forums/minecraft-discussion/suggestions/73753-more-walls).
Personally, I feel that the idea of the soft material (dirt, gravel, sand) slabs and stairs should be revisited, and include mechanics for spread and falling as applicable. (@Deskepticon: If I were to guess... it would probably be that grass and mycelium were not spreading would most likely be the main reason they were removed from InDev as this would require adding in the grass dirt slab, mycelium dirt slab, and maybe even a tilled dirt slab for top slab as well as extending the spreading mechanics to include them.) For soft material... I wouldn't bother with a double slab, just use the existing full block instead.
However, Coarse Dirt blocks should be on the horizon for a future upcoming update, this would be ideal for marking grave areas where grass just won't grow, and even carpet could be used in a pinch to make the area seem slightly raised and maybe a different color as well.
I went into creative mode and did a little work on a prototype graveyard. What I ended up was a little bit larger than intended, but it looks very good. I will try to get video of it some time in the next few days.
First I made an abandoned church. I copied the village church, using mossy cobblestone with regular cobblestone added to make the walls look patchy.
To make the church look like it is falling apart, I used cobblestone stairs turned sideways so that the steps would appear as small square holes in the wall. I also knocked out few whole blocks. To make it look darker and more forboding I put netherbrick fanences in the windows instead of glass, and roofed the back section with netherbrick slabs. I do not know if anyone would want to see netherbrick spawning in the overworld, but it still helps with the overall look.
I can not take a screen shot, because MCX360 requires I have Facebook, but I will try to take some shots with my camera in the next day or two.
The idea is very well written and thought out. I like the idea, but I would prefer something much smaller. Probably just that central tomb with the spawner, and a few graves around it. And it would be cool if there were large chests as caskets underneath the tombstones, and they could be filled with loot similar to that found in desert and jungle temples.
