There is not much to this idea. I was just working on something and thought a glowstone block smaller than the normal glowstone block would look really nice.
You know how when you place a single cobblestone fence block it creates a post that is smaller than a cobblestone block? That is about the size and shape I was thinking about. Presumably a mini glowstone block would would require either 2 glowstone powder or 1 glowstone block for every two mini glowstone blocks. The mini glowstone block would be dimmer than a normal glowstone block of course.
The idea is simply for something that can be used decoratively. For example, let's say you want to build a Chinese restaurant and you want to put up something that looks like a traditional Chinese lantern. A mini glowstone block would be exactly what you would want.
Another possible version might be a glowstone torch made from either glowstone or glowstone powder and an iron ingot. The torch would look like a small glowstone block with a metal bracket. The metal bracket would connect itself to nearby blocks in a similar fashion to the way fences connect themselves to nearby blocks. If the glowstone torch it mounted on a wall, then the torch's metal bracket connects itself to the wall, if it is placed on the floor, then it will extend a metal piece down to the floor, if it is mounted below a ceiling, then the bracket would extend to the ceiling, et cetera.

I'm Canadian, and there is no igloos around. Or snow. Or polar bears. Or moose because I live in a city, but there are moose in the country.
And if they ever came out with dyed glowstone.. think this idea could be compounded to have dyed mini glowstone blocks as well?
