What the OP (original poster) meant was that there should be a new gaming console that ONLY allows you to play Minecraft, so that they can add mods and such to the game.

Nope. The Ouya as far as I know was just Android running on a "console", it could play PE, that's about it. I've heard and seen PE supporting mods, but not to the extent that PC does, far away from that. The big thing limiting other editions in terms of mods is just access to the game's code really, among other reasons exclusive to a single edition or a set of editions (access to the code is just one across all editions except the PC edition).
Any and all console editions will not and can never support modding due to the fact that firstly, it's in an entirely different language, the PC edition is in Java, console editions are likely in C++. Secondly, the system is locked down and closed. You have to mod the console itself to even access the game's files to mod the game, which is not only very risky but also illegal. And thirdly, it's against the manufacturer's and brand's ToS to mod games.
PE edition is marginally better for access (depending on what device is in question), but it still suffers the same problem, it's a closed system.
