Logically, IRL grass grows... it is not crafted item. As others have stated, a silk touch pickaxe or laying a path of dirt blocks from a grassy area to a non-grassy one does the trick. If it's not speading fast enough for you, make your path two-blocks wide and the grass will spread faster. No support.
Then just lay down the dirt block pathway and let the grass spread to your new area. Crikey, it's not like you don't have options... you're just being too stubborn to use them. (I don't really get why people think noble "survival" play involves eschewing the currently available options already built in the game in favor of just heaping "pressure" on the developers to change the nature of the game. Personally, I think the essence of "survival" means making good use of whatever options are available to you.)
If they went with a way to create grass blocks in survival, I would rather they add a "grass seed." Perhaps, tall grass when broken could, by chance, drop grass seeds or wheat seeds (much like harvesting potatoes might occasionally yield a poisonous one). To facilitate survival island worlds where players must rely on getting wheat seeds from a very small amount of tall grass available (and they really need the food source early on), the overall rate of tall grass dropping wheat seeds should be far higher than the chance of dropping grass seeds (e.g. such that the odds of getting wheat seeds are at least not reduced from the current drop rate).
Or here's an even simpler suggestion... since throwing bonemeal on grass blocks produces tall grass and flowers, why not make it so throwing bonemeal down on dirt blocks produces grass?
I still use it in my survival island worlds to make new grass islands - particularly if I suspect I might actually have biome areas in the world that aren't ocean or mushroom (where animals will spawn if enough grass is available). Food sources are usually the big issue early on in these worlds, so I try to get as many food options going as I can before I have access to the resources to enchant. Also, if I can get regular animals spawning, I then have a quicker spawning source of leather than mooshrooms (which equals books and then bookcases to support enchanting). It really doesn't take all that long to crouch along and lay a two-block path over the ocean from an existing grass island to make a new grass island anywhere on the map.
Lol. Then may I suggest you barricade yourself in a hole in a large treeless area and then save and exit. Reload in Easy mode and wait out the night in your safety hole. After dawn and the skellies burn up, save and exit again. Then reload in Peaceful and run around collecting the fallen bones... at least it worked that way when the game first came out... haven't tried it for a long, long, long time though.
I would agree with you, but since Silk Touch can already do so, I don't see it actually being needed. If they did add it, however, I wouldn't mind at all =).

No support for the crafting recipe. (as stated, silk touch exists and isn't that hard to get, plus setting up paths of dirt for grass to spread isn't that hard either... I've done it for my own desert areas).
Regarding seeds, this could be an aspect of the wheat seed when applied to an un-tilled dirt block, if the block is tilled, it plants wheat, if not, it converts it to a grass block.

1. To get grass in a desert biome easily.
2. To increase (passive) mob farms underground.
3. For general building.
4. So people don't need silk touch to move grass.

Middle three dirt
Bottom N/A
Give three blocks.
