Yeah, since they (probably) wouldn't occur as naturally spawning in the world (although they could with the advent of sand storms and using the layered gravel in village path designs). I think that the item type is technically called a 'Cover' though (as in 'Snow Cover') for when it would be crafted.
Let's see, layers 1-8, if modeled after the snow design...
... but snow is largely renewable, while sand and gravel isn't, and 8 layers is equivalent to 1 block in mass (and volume).
So I'm inclined to say that 1 block = 8 layers, such that a 3 block recipe makes 24 layers, or instead, have it like other blocks that combine and come apart and make 9 layers = 1 block and visa verse (similar or diamond, emerald, lapis lazuli, iron,gold, etc.) blocks.
One change I would make... largely because I don't like the aesthetics of the item 'Snow Cover', is that while they were items in the inventory, I'd have them be piles. As in piles of snow, sand, gravel, they would only become layers as they were applied to the ground.
Of course as always, this creates some interesting behaviors with block manipulations in that each of these 'layers' cannot co-exist in the same block space as layers of other types (or other somewhat transparent blocks such as carpet, redstone dust, rails, torches, lower slabs, stairs, etc.).
This would of course allow a person to alternate layer types to make a somewhat transparent staircase from the side, unless rules were in place to prevent placement of layers on top of each other.
I support. It would also make beaches more realistic.

Sand and Gravel I choose specifically because they were considered 'soft' or 'loose' material due to their nature to 'fall'. Although I can't disagree with the sentiment that someone will eventually suggest it for all carpet/tile type blocks too in the future.
Ok, an idea to make the 9 Piles = 1 block transition for implementing the layers in game.

But in any case, I'd say yeah sure.
Have it be just as easy to mine with a shovel etc as snow.
I might consider extending this to dirt blocks as long as there were similar versions for mycelium and grass... tilled and hydrated tilled may not be worthwhile as planted blocks in the space above them might not look quite right....
