Support but... it wouldn't make much sense if... lets say a skeletons head fell off, you wouldn't expect it to still be able to shoot you with a missing head, and it wouldn't make much sense.
I agree with you on the skeleton part but with the creeper woodblock mentioned that this would only apply to undead mobs. Even if it applied to the Creeper it's leg or head could still come off.
Oh ok.

Also, Minecraft on Xbox is rated ages 10+, and i'm not sure if cutting of mobs body parts would uhm.... still make it a game that younger kids can play.

I feel like this would be more comical than anything. It's not any worse than the pigman texture, where they have green blood and bones showing. As long as there isn't any blood, I think it'll be fine.
There won't be a toggling system (Not on any of my other ideas either) because its hardly violent. Its more violent to burn a mob to death, heck it's more violent to kill a cow and eat it.
The limb simply falls off. No blood spurts, no agonizing moan, no bones sticking out
That is a good idea true but there may be a bit more lag for example if the was 20 zombie and the arms of every zombie coming off would creat lag
20 zombies at one time causes significantly MORE lag by itself. Programming strategies were suggested within this thread to minimize the impact of lag as it pertains to this idea. A limb falling off and the Zombie changing MOB states should cause no more lag than currently killing the zombie outright who then drops rotten flesh.
...
Woodblock , would the arms and legs burn as well ?
I would suggest 'no', arms and legs should drop as 'item' entities and as such should probably not burn in sunlight... like rotten flesh and bones as they are.
If a name tag is put on it (if/when implemented) , can they stay ? That would be ... Kinda freaky and cool , heheheh .
That would change the underlying nature of dropped items in the game. It would just be better (IMO) if the limbs re-grew if the named MOB was then 'healed'.

Zombie villagers would fall apart just like regular zombies. Curing would remain unchanged
That's a neat idea, I like it! I'll update the original post
Also, Creepers don't have arms so....
