I think it would be cool (and it would make sense) if, when you shoot a flaming arrow, that the area where it lands lights up (like a torch) until the fire goes out. It would be handy when exploring deep places.
The fire from mobs which have been set alight should light the area up, too.
If a light source is constantly moving, it will need to constantly update, and that causes lag. However, the flame arrow idea could work, as long as the light only occured when the arrow stopped moving and stuck to a block. So I support
I actually think that the fire from flaming arrows should have a chance to catch other things on fire and spread... so Yes, I support as well.
But I have to agree with Woodblock, "not while it was in flight"... although it wouldn't be a problem most of the time (lag wise), I have personally setup redstone/dispenser mechanisms to shoot multitudes of volleys of flaming arrows on rapid fire that would cripple the system if it had to do in motion light updates as well.

Light is kinda weird in this game, so i'm not sure how well this would work.
