I think that in cold, snowy biomes when it snows there should be a new thick covering on the ground.
It would be bigger than normal snow (about the size equivalent of a half slab). It could be mined with a shovel (similar to normal snow) and would drop snowballs (also similar to normal snow.) It would be crafted from snowballs the same way slabs are crafted. It can be placed but will melt if close to a light source. It will slow you down if you walk through it. Naturally spawning deep snow, that comes when it snows, will dissapear after a day or two (so you don't have to deal with it all the time.)
So... this would be similar to a packed snow block, (and a similar snow slab should one exist), except that you are slowed while walking through it (like walking through a water source block). Would you also sink into it to the top of the block below you as well (since it is soft snow), and would there be a difference between the packed snow blocks we currently have and this soft snow block, or are you suggesting replacing?
Currently, the recipe for a packed snow block is 4 snowballs arranged in a square, and I'm assuming at the moment, you are talking about replacing such that 2 snowballs in a row would make a snow slab, and 3 in an 'L' could even be used to make a snow stair.
Alternatively, if the soft snow replaces the the 'packed' snow in the crafting recipes, it could still be preserved with 9 snowballs to make the packed block, and 3 blocks in a row (of each) to make the respective half slabs, and have them able to be broken back down to the snow ball components.
This would allow 3 snowballs in a row to be used to make 3 'carpet' blocks of snow (as what generates now from snowfall and snowmen trails). (or 2 in a row if you want to be able to do this without a crafting table).
4 soft snow blocks in a square can = 1 packed snow block
4 packed snow blocks in a square can = 1 ice block (which provides a way to gather ice blocks in survival without the silk touch enchantment nor redstone mechanics, and another way to generate/carry water source blocks without a bucket).

No there is no 'real' use for different colors of wool, but a have them anyways.
