I think the Xbox 360 version of minecraft should have a Water Bar. It would be the same as the hunger bar but it would make minecraft harder.
The way this would work is if you have 3 water points you get mining fatigue until it goes up to at least one bar. When you get to 3 water points you also get slowness. If you were in hard you get slowness 3. In normal mode you get slowness 2. In easy mode you get slowness 1.
Water bottles would have to stack up to 64 and be boiled. When you cook water bottles you get purified water. Purified water gives back 3 or 4 points. Not purified water gives you nausea 1, 2,or 3 and 1 point.
This would be a great way to implement 2 new potion effects. Leave your thoughts and suggestions below!

To add what Greg what said...
This just sounds like a huge nuisance.. I've seen a lot of suggestion for a sort of water bar.. and I think this may go up there as one of the most poorly would-be implement.
Nice idea, but like Greg said, there's going to be WAY too many times when you start a world and can't find sand, smelt glass, make bottles, and get water in time. It's just unnecessary and it would be rather annoying to deal with. Sorry, no support.
It would be a interesting addition to the game. But why boil the water? If you find a river you have fresh water but if you find an ocean salt water. And What about swamp water?
And who says that we want the game to become more difficult? Food is enough to keep up with and having to cope with food, thirst, and mobs would be far too much for a newb. This is just a hassle to get in the way.
This has been over suggested into the ground, and if it hasn't been put into any version yet, it won't be.
But then we would need to add 2 new types of water
At least 3 types (Fresh, Swamp, Sea)...then you would have to consider the water source spawn mechanics, as in, what happens when an empty block is immediately adjacent to 2 'different' water source blocks.
Although I would imagine that Swamp water would be better for irrigation (say out to 5 blocks) than Sea (aka salt) water (say only out to 2 blocks).
I'm not too keen on the hydration bar idea, and I don't think it would make it harder (for mid to late game), it just makes it more annoying and tedious to have yet another thing to keep track of.
