Charged creepers are one of the rarest things in the game. Killing such an elusive mob should reward the player with a worthwhile item. That item is the lightning bolt, dropped by each charged creeper. Alone, the bolt does nothing, (But looks nice hung on your wall), or it can be combined with an unenchanted bow in an anvil, to make the lighting bow. If a player or mob was shot by that bow, they would be stuck by lighing. On easy, the lightning will deal 3 hearts of damage. On normal, 6 and on hard 9 hearts. Blast or fire protection will reduce the ammount of damage. The bow is avalible in creative, and could useful for minigames and PvP.
Some additional changes: During a thunderstorm, the game will target any creepers on the ground, and try to strike them with lightning. Thunderstorms will also last around 25 minutes, ensuring that it will last through night, allowing creepers to spawn. Additionally, the game will specifiaclly target 5% of all creepers to be struck. These creepers must have be directly visible to the sky.
Granted, this bow would be somewhat hard to obtain. With the lightning, the bow would be one of the most powerful and prized weapons of the game, and is a great way to show off a players luck and skill (And how cool would it be to shoot lightning?)
In addition, for creative: Left triggering a creeper while holding the lighting bolt would charge the creeper. Vote your opinion in the poll, and leave comments with your thoughts, or changes to the OP
With as rare as a super charged creeper is, I couldn't justify creating a brand new unique item that can only be obtained from their drops exclusively.
Here's the solution: During thunderstorms, lightning will target creepers. Some strikes will be random, but most times, the game will target creepers on the grounds and try and charge them. Additionally, thunderstorms can last up to 25 minutes, guaranteeing that they will go through the night.
All of this will insure that there will be at least one charged creeper during each thunderstorm. How does that sound?
Did you read the entire post? I changed it. Charged creepers would be a bit more common. They have a high chance of spawning in a thunderstorm.
I, for one, have no problem with there being an extremely rare, but extremely valuable drop added to the game. It could be a real "pinnacle" item; but then perhaps it should have no real purpose in the game other than a show of bragging rights. I think it would be a more useful feature, if indeed charged creepers happened slightly more frequently... not sure I'd want them to happen extremely frequently in thunderstorms though. I've never tested it out, but there are YouTube videos from the PC version that describe how players can increase the chances of charged creepers happening even without any changes to the programmed game mechanics, so the drop may not be quite so limited as one might think.
I said 5 because that's how many might spawn during each thunderstorm, over the course of 25 minutes. Most would despawn, and some you might not see. However, that's still a lot. So I changed the post again. Given the new conditions (Longer storms, lightning specifically targeting a 5% of all creepers) the chance of seeing one is increased, but the creepers will remain rare enough. You would likely see a creeper in one of four storms. Keep in mind that thunderstorms all also fairly rare.
Frankly, I'm not a fan of creepers as it is, and I certainly don't want an increased chance of charged creepers occurring... I deal quite enough with cleaning up after the damage they keep doing to my world... (I'm a bit OCD that way with my builds/world landscape/etc.)

1 in 5 weather events are thunderstorms. And weather will occur on the second or thrid day without sleep. So it might take a while to wait for one, but once its here, you have a decent chance to see the creeper.
