To give my honest opinion it sounds like rain to me, the reason why I think it bothers others is because its monotone , the sound stays the same for a long period of time until the rain goes away, maybe if the rain slows a bit and after 2-10mins it will become a bit heavier, maybe it will not be as unpleasant to the ears, in real life rain varies, it doesnt stay the same for a long period of time
Also if the rain would not be so thick and be clear it would be more realistic after all in real life water is clear but when it comes together it will seem to turn blue due to the reflection of the sky, therefore rain should be clear but the water bucket could remain the same! However even though it will be clear it can still be visible.This is a way so we can enjoy the rain without it being unpleasant to see and hear, and maybe not having to always need to toggle it because it can be a bit attractive.
If clear wasnt the best idea, then maybe a lighter blue rain would be fine too! Many have argued that its visually impairing. Well this is due to the bight blue color the rain has. We dont need a bright nor a dark blue rain.

In the monsoons: The rain could create very thin layers of flowing water. The water would quickly wash away, but would coat the ground in very shallow water, giving the impression of a flood.
Sorry I should have been more specific. How about only below a certain y axis value? Like Maybe it only happens like two blocks above water level.

If you mean that it is odd to, for example, be far under ground, like in a cavern or a mine shaft, then it is a bit weird to be hearing the rain or the storm that is happening on the ground some 50 blocks above you, especially when you are nowhere near an open access to the sky... then yes, I can agree that is odd and perhaps something should be done about either muting or turning the sound of the weather effect off when you are so far below the ground. If you are saying that you only get the sound of rain if you are AT a specific Y level (not above or below) then I suppose then that might be conditional (again) based on how close you are to the top of a block that is getting pelted by rain.
Say for example, if the sound level of the rain volume was computed by how many blocks within 7 blocks from head height that are being hit by rain particles. (volume range from 0 - 113).
No, the water becoming little flowing blocks of water from monsoon rain. That should only happen fro y61 to y64 or something like that.
Seems like it 'could' happen to any block within the monsoon area that is completely open to the sky (no opaque or transparent blocks above it), regardless of the elevation/Y axis...
But should this covering just be a level 1 water flow? After-all, I'm not sure you want it to be able to spread.... or do you? Maybe level 2 flowing water on Hard Mode (could cause actual flooding down slopes and into crevasses)? How would it interact with grass/wheat/flower/fern blocks (since they can't occupy the same space unless there were programming allowances made).

What i pictured in my head was just... after it rains... the occasional spot... could have one source block of water causing 'flood damage'. I can't think of many things water breaks when poured onto it.. besides maybe some farming foods.. But other than that.... I can't think of much

Nothing wrong with the sound in my opinion, rain in real life sounds beautiful but Minecraft rain is just a sound everyone knows if they have played Minecraft.
