I think it'd be better having it be an option for both creative and survival. People complain that survival is too easy, so turning off passive mobs (excluding villagers) would make the game a little more challenging.
I could be useful but only if there was an option when you go to create the world saying "Turn off Passive Mobs" but if it was turned off completely then no. Half support on this.
Perhaps it was how I worded this thread - No NPCs in general(animals, mobs, etc..).
