For locating the lich, I like the idea of a crown, but it should be more expensive (See 3x3 crafting recipe):

This is just a suggestion of the layout.
Finally, I think that the Lich should be located in a stronghold, above ground on an island. For example the island would be slightly smaller to than a mooshroom island, and have a castle type of structure on it. This would be made primarily of stone materials and would have a tower, similar to a mage tower, with cones on in one corner. The castle would be square-ish in shape and have other, more standard towers with flat tops located in the corners.
The island itself would have a constant darkness looming over it and would appear dark. When it is raining/snowing in the world it would feature lightning above it (Flashes of white light over the structure)
The Lich could then be located in a courtyard type of place with said stand in it. This would allow the lightning feature to have a better effect and appear more realistically, pleasing you fans of realism.
As Jusey1 said, this boss is too powerful to be summoned. And he is supposed to be rare, since he is found in strongholds. Maybe AFTER you kill the Lich once, you can summon him with the crown?
I like the Castle Idea, BUT I feel he would fit in more in a stronghold. But the castle seems cool for something else....

I like the scroll idea. And I feel it should have a riddle that gives a clue to where he is. I would make up a riddle, but I'm bad at that kind of stuff.
And yes, I suppose that the Stronghold is for the End and has nothing to do with the Lich. I like the idea of find the scroll in chests in the stronghold library.
And maybe in the castle, there can be traps, and the closer you get to the Lich, the more traps there are? And I do indeed support everything in your post. Very well thought out.
I agree with the ideas because the ender dragon is easy as hell. The hardest part of the ender dragon is getting to the island after your obsidian platform formed thirty blocks away from the island. This getting to the island gives the stupid ender dragon a perfect opportunity to throw you off the bridge you made. Killing the dragon and returning with its head is the easy part.
Personally, I like the idea of the End Portal having that extra protection surrounding it, and it is already hidden. The Crown idea to locate the Lich is pointless if you place his very obvious castle above ground, which any decent player can map out the entire console world in less than 1 MC day.
Moving the Lich to another (secret) location sort of feel like there is no real purpose for a player to seek it out... they would either tend to randomly happen across it or leave it alone or just hunt it for the challenge... but it seems to be lacking a goal when you remove it from the path to the End Portal.
IF some object like a Necromantic crown is used to find the Lich, you haven't described how that would work... throw us a bone here, you need to flesh out that idea a little more ... all puns intended...

I like the suggestion, it's well though out, and has plenty of details. I've been thinking of having a overworld boss but I couldn't think of what it could be. This is great idea, and it's not OP. You said you can find him underground? Maybe you can also someone him with a new item called the undead crown, which would be crafted with rotten flesh, bones, and gold. If you put the crown on your head it can summon the boss on the surface, but the crown does not give you any defense. Once you have killed the Lich you can wear the crown as a vanity item or something.

The reason that I had suggested putting the Lich in and/or around the portal (aka library) in the stronghold was to make the Lich an obstacle in the path of the player seeking to gain entrance to the End on their quest to ultimately defeat the Ender Dragon.

IF you could swing that, then there would be a value add to the player going after the Lich... but the proposal of adding magic more than basic enchantments and some potions has been resisted by a lot of people to include the inclusion of wands, staves, and spells.

And honestly, my idea of magic would be well balanced. I like the idea of using the spellbook to magical create wands for specific spells and the wand has a limited amount of charges (like swords have a limited amount of hits) BUT you cannot repair the wand... It'll die and be gone.
And some other ideas but not gonna go into detail about that.

I was actually thinking of the fuzzy green guys from Sierra's Hero's Quest (aka- Quest for Glory). Of course i was simply reinforcing the point you made about the pointlessness of comparing fictional beings.
What is the point to go after the Lich? If they are not part of the quest as one of the challenges to overcome to get to the Ender Dragon... what do you get out of it as a player to seek out this Lich to try and conquer it? Besides bragging rights?
Its for this reason i suggested making it normal mob. It could be the console's alternative to the witch. Instead of potions he could drop low-level enchanted books.
