Instead of Mojang coming up with new texture packs, why not just get permission from owners of texture packs and use those. I would rather use a texture pack that I know than to have to learn what everything looks like over and over again.
My thoughts on this also refers to mash-up packs also. Why not use adventure maps? They have more of a purpose than an aesthetic map that you can't do much with. Just think of it this way: take your favorite map and imagine it being hundreds of times easier to play with your friends than on a computer where you have to deal with the burden of making a server.
Examples of good texture packs that could be added: Faithful 32x32 Sphax PureBDCraft DokuCraft Trilogy Etc...
I hope this gets to Mojang and 4J Studios...

Well, there are a few reasons why they probably wont;
1. They have to get permission to whomever made the texture pack (Which is usually a lot of people involved and textures from other packs could've been used)
2. They would also have to pay a good chunk of money to whomever they steal it from

3. The creators would have to enter into a contract with MS with 4J as a partner. This requires a lot of legal conferences and paying lawyers which Im willing to bet the creators dont want to deal with.
4. Mojang doesnt make texture packs.
