That's funny, I was planning on suggesting literally the exact same thing. The D-Pad has absolutely no use in Minecraft but in the console version of Terraria it does what you suggested. You highlight a slot in your inventory and hold a direction. Doing so allows you to use the directional buttons as hotkeys.

I agree, in Terraria I have my sword in the quick select bar, and my Magic mirror.
It comes in handy when fighting monsters, many times I push on the D-pad, and afterword realizing their is no quick select feature in Minecraft. I feel this idea is great. I support it.

I think the hotbar works well enough for quick select for my purposes.
