While I understand the legal reasons console-users can't create their own skins and texture packs, maybe it would be possible to create a "custom" texture pack using existing textures from already purchased packs.
For example, I pretty much use the Natural pack exclusively but I'm not a big fan of the non-smooth look to "smooth" stone. The Fantasy pack has a more appealing smooth-stone, so I just swap out the two textures and save the result as a new pack.
Since purchasing a texture or mash-up pack awards the user with a limited licence to that product, I don't see any immediate legal reason this cannot be implemented. The only question would be is 4J up to the coding challenge?
Perhaps with enough public support, they will at least consider it.

Duplicate suggestions are okay IF you expand more on your idea and it has it's own uniqueness.
Example:
Topic 1:
Increase the size of the maps in multiplayer.
Topic 2:
Increase the size of the maps in multiplayer using portals.
Topic 3:
If maps can't become bigger, add an option for a map+. This allows you to take all your items between worlds, essentially making the maps bigger in a sense.
