Maybe they should just spawn in groups of 20 or so. Maybe have a 1in100 chance to spawn 20 zombies at once. Maybe on Easy they would have a 1 in 200 chance of spawning 10-20, on normal 1 in 100 chance of spawning 15-25, and on hard have a 1 in 75 chance of spawning 15-30. I think it would look pretty sweet to run toward a horde of zombies and have a fight to the death.

IMO, Zombie hoards should 'not' spawn on easy mode, unless this was a toggle-able option... which it probably should be, because not everyone want's to play Left for Dead on MCX360. and those are some pretty sizable hoards...
Another thing you could do is adjust the Zombie AI to detect other zombies within 15 blocks (within 5 blocks of a 10-block boundary, see below) and if detected, and just wandering (ie. not currently aggro'd), Then move to within 10 blocks of each other, or the average center of the Hoard (not including their own contribution).
This range could be similar to how a village boundary is determined, where each zombie in a cluster expands the boundary, where the zombies themselves would be like doors for the purpose of determining the center and the radius of the 'hoard', and Zombie movement would be like villagers within the village itself (not counting their own contribution to the Hoard radius), for movement within that radius, and for the purposes of attracting other zombies into the hoard.
Of course... if one Zombie catches wind of prey... this will shift the center toward that player, and the rest of the zombies in the Hoard would start following the pack toward the prey.

Creeper Sieges happen to me all the time. On EASY I've had 5 congregate under a tree while I was in it getting leaves and wood...I never saw it coming
