Torches and Redstone Torches all share the same attribute, they can be placed directly on top of a block or they can be placed on the side of a block.
Redstone Torches get power through the block they attach to, and apply direct power to the block directly above and indirect power to the blocks horizontally adjacent (excluding to the block it is attached to), and no power to the block below it.
I'm proposing a Hanging Lantern that can hang directly down from the bottom of the block above it (or hang off of sides of blocks if desired). In the case of a Redstone Lantern, it would get power directly from the block above it (if so attached to that block), and pass direct power to the block directly below it (the opposite of a redstone torch set on top of a block).
This would provide for additional lighting strategies as well as a more convenient way to feed redstone power in a downward direction. (As it is, it is a bit easier to go up than down).
I propose a recipe as follows, in any order:
1 glass pane, 1 iron/gold ingot (depending on color of lantern, silver of gold), 7 torches (or redstone torches)

I'd rather just have upside down Torches. I know in real life that's completely illogical.. But it's Minecraft. It'd be better than trying to fight with glowstone that blocks your way occasionally from the ceiling.
But if it was upside down torches.. You could hang them from the ceiling and walk right through them no problem.
I'm not a redstone guy so it's hard for me to conceptualize many uses of this. However, I think this is a really good idea. It's seems like something redstoners will find useful.
How big would the Hanging Lantern be? And how much light would they provide compared to other lighting? (if I can remember right, torches give off a light level of 14 while Glowstone, lava, and Jack 'O' Lanterns give off light levels of 15). Also, the recipe yields 7 Hanging Lanterns, which seems kind of like an odd (no pun intended) number. I know it's because of the 7 torches, but recipes usually make "friendlier" amounts that work better with the 64 stack system (I know there are exceptions like ladders and signs). I feel like 6 may be a more balanced number based on the materials needed. Just my opinion. But I do like this idea and you have my support.
I suppose you could just loose a torch in the recipe (only use 6 torches) and get 6 back for the output, it would be slightly less efficient on glass/iron, but only mildly so, and would help to make the stacks come out better/more even.
I didn't consider there to really be a need to be any difference in illumination between hanging lanterns and torches, but since there is the additional material investment, perhaps they should be slightly more luminous.

I suppose alternatively, instead of a recipe, if you just hang the torch upside down, and representing it with a hanging lamp graphic, while still allowing it to maintain the same attribute(s) that I mentioned above (ie. for redstone power I/O inverted from ceiling to downward)

I definitely support this idea. Perhaps a block the size of a single fence post that is a torch inside of a iron box (lantern kind of look). While the redstone lamp looks nice, it is too big and bulky, and having to use switches or torches to activate them makes them look dumb... I have been waiting for something like this for a while now.
I suppose the lantern recipe would be 1 torch in the middle surrounded by four sticks. That would hang directly from the ceiling or on the wall. It should be stronger than torches but weaker than glowstone. Also, what about chandeliers? One torch in the left middle and the right middle. Sticks taking up the entire bottom, and one stick in the middle and a stick above it. The top left and the top right will be empty.

Chandeliers was one of the reasons I thought of this... Personally, I think the chandelier I built in my current world looks a little dorky with the torches on top of the fence posts, and I don't want to hang blocks down in order to mount torches on the side.
A tighter downward directed redstone power was the other reason, where you don't have to use a spiral staircase setup or something like that.
i support the idea but think you should just craft a lantern and then once it is placed put the torch in it and be able to take it out again.
Yeah, and perhaps have some sort of glowstone touch to it as well.
if you could put it in there, and have it have the same affect as putting it into an item frame (gets smaller etc) but still has the same lighting.
