I think there should be, it would be very interesting to have to keep yourself on your toes with the extra addition of Herobrine. I would leave it up to 4J Studios to decide what he should, shouldn't do. Can and cannot do. Just an extra little creepy in with this game would be a nice addition, like why you watch scary movies, or play creepy games like Dead Space, youre looking for that adrenaline thrill.
If 4J was to add a new enemy that was herobrine related, I don't see how it would be just coded for one map compared to the entire game. I'm not saying it's not possible, but generally all their mash-up pack maps they've made so far can be created with the texture pack in any other map.
I don't really see how they would code the enemy either for the map. The creepy pasta talks about placing structures in areas that weren't there before. That would mean that after you explored an area, randomly a structure would be built? Or random cobble pieces being placed? I dunno, I don't really see how they can add/code this.

It's SIMPLE.... just retexture all hostile MOB's skins to look like Herobrine... then you have no clue if that Herobrine over there is a creeper, skeleton, zombie, or enderman until you see them do something that gives away their nature (beat at a door, hiss and explode, fire arrows, or pick up blocks and start teleporting).
Heck, you could go so far as to retexture ALL MOBs, they you'd have trouble telling what was passive and what was hostile....

Enderman could be the Herobrine. Since it disappears and all and comes out of nowhere.
