4j should make diamonds more common in minecraft not a ton but a little, don't get me wrong I have tons of diamonds in all my worlds but it would add a little more excitement to the game

But.. I've been able to make it more while of getting diamonds by just getting a Fortune III Diamond Pick Axe and just using that only when I find Diamonds. With that.. I've been able to have an entire chest full of diamonds almost

Finding Diamonds is a happy and uplifting moment to most players, and with a good reason, too. Who would not want a tool that lasts 1,562 uses or armour that grants 80% damage reduction? This idea brings us closer to the treasures, but in the wrong way. Diamonds' rarity isn't a mistake, and having instant access to them would defeat the value and integrity by a vast amount. We should not have such useful items handed to us so easily.
One potion--There is a section above this concerning X-ray potions--combined with exiting without saving would give someone Diamond Amrour and tools before you would've read down to this point in the post, and would've demolished the intended challenge of the game. It is best to leave the players have the challenge of and putting the effort into finding rare and powerful items instead of handing them out on a silver platter. After all, aren't challenges and goals the purpose of any game?

Here's my 2 cents, it is pretty barren and rare to find 'anything' in general, and although increasing the opportunity to find 'something' may help to increase the overall feeling of productivity, and through that, add excitement to some players, increasing the rarity of the stones and ores already in the game may well be a mistake. There is a certain balance to the game that threatens to be disrupted by increasing the commonality of certain items.
Actually it would less excitement to the game. The rarity of diamonds as it is now is good and should not be changed; they're rare, so finding them is a pleasant surprise. Increasing the commonness of diamonds would result in less excitement experienced when discovering them because you'd be finding them so often, thus lowering the satisfaction achieved when stumbling upon them.
As these people point out, it would make the quest for diamonds 'specifically' less exciting overall, and doesn't fit with the feel of the game. Heck, you yourself even pointed out, "don't get me wrong I have tons of diamonds in all my worlds".
I would be in favor of increasing the amount of different/other "usable" ores and gemstones just to have a much larger variety of things and color that can be found and made... even if they aren't as durable, or as strong as certain other resources (>wood, <diamond). Even if that meant decreasing the commonality or vein size, or more restricted depth found, of other resources like diamonds and iron.

Well that's why I use a Fortune III Pickaxe when I do find diamond. So when I find it.. I get more than just one piece of diamond when I find an ore block.

What are you proposing to affect their find-ability without altering their rarity? Some sort of treasure map or diamond detector or something? x-ray vision perhaps?

Decrease the spawn ceiling and increase the vein size proportionally? (condense them in a smaller area with larger pockets)
Decrease spawn ceiling and rarity proportionally? (condense them and in a smaller area with more pockets)

I think increasing any type of intentionally rare resource in Minecraft is fundamentally a bad idea. They are supposed to be rare. It's a part of the game design, intentionally making a resource hard to find increases it's value. Changing that dynamic would not help anything and only hinder game balance. I'll also find it interesting that a few posters while calling for more Diamonds clearly state that they have tons of diamonds. Which defeats their own argument outright.
Look, perhaps a person feels they need more of something.. And I do understand that branch mining or however you choose to gather resources can be a chore. One thing I enjoy about this game is you can play it how you see fit. Sooo... Find a way. Start a mine, work in it a little at a time. Go caving. Do something. Use TNT or whatever. I think changing an underlying game dynamic to 'get more diamonds' is a disservice to those that enjoy the hunt. Plus.. you have tons of diamonds in your world right? Man up and go and get them.
Cause There's been times where.. being on quests to find diamond.. the amount I find.. is just enough to be "sustainable", so.. not getting more just having it levelled out. So for me even 10% more would be fine.
Assuming I don't have a Fortune 3 pickaxe, in which case.. I get more than 10% more per diamond block I find.

Yeah, but he wanted easier to find but just as rare... increasing to 15-25% more diamonds in the world makes them (technically) less rare.
