Basic concept is similar as the Paint idea, to change the color/style/texture of the surface of a block.
How different from paint: Paint would color a block face, but still allow some of the material texture to be seen through, whereas carpeting and tiling would take on the appearance of the block type that was used to make the carpet/tile.
Note: carpet can be dyed (or re-dyed), and tile can be painted (or re-painted)
Can also be applied to the surfaces of slabs and stairs.
Must have a block to surface, if the applied block breaks, the material falls off (as red stone, tracks, or torches)

Anyway, another use for tile occurred to me:
You could use the Tile Squares to cover the 'appliances' (such as the crafting table and the furnace), to act as a sort of counter-top (for aesthetics of course). It would be nice to be able to set tile on top of a chest to turn it into cabinets (same as a chest, only doors swing outward instead of upward, and double chests would have doors facing each other).
I don't really play the PC version, but I was looking around and it appears that there is already a formula for making carpet (at least) in the PC version, Although the recipe is pretty expensive (IMO) 2 (colored) wool blocks = 3 Carpet Tiles. But this otherwise works pretty much as I was describing above:
The one exception is that I like the idea of being able to apply these to ceilings and walls as well.
I can see this as potentially being an issue as technically these surface treatments as they currently exist in the game right now, exist as a block occupying that adjacent space. Such that you have to determine how you would handle having multiple items occupying the same block ID (especially for areas such as corners, or walls with torches).
One way to a handle it would be to have some of these treatments be a surface/block face override applied to a particular block, only altering just that side of the block. this ties the relationship to the specific block that it is tied to, and not to the adjacent space which can now be occupied with something else on top of it (such as a torch). Or allow 2-3 different colored sides to come together to the same common corner (x-face, y-face, and z-face).

I'd love carpet.
I've been using snow as carpets in areas that are just lightly lighten (sorry for 'pun') cause it sits just barely above a block so it looks like a white carpet. But I think we need things like that in a variety of colours.
