I heard they're going to be fixing this.
I remember reading that when the upside stares/slabs thing first came out that they would address it at a later time.

Why can't we put these blocks upside down or on the top half without a block on top?

Because the system needs a rule in place to determine whether you meant right side up or upside down. The program can't read your mind.
Edit: Apparently I am mistaken...The system will somehow be fixed to allow for not requiring a block above, and will still be able to determine right-side up or upside down....
yeah I have had to build up blocks to put things underneath it.. when.. I don't see why it can't be like when you're placing those items normally, just upside down (such as placing a stare at the same angle upside down as the upside down one beside it to make it work like you do when it's placed normally.. But for whatever reason it doesn't)
