I pointed that out to 4JSteve a long time ago and he said he would look into it. It was a bug on the PC that caused them not to sound in mulitplayer, and since the Xbox 360 Edition is technically always a server, we never got the cave ambiance noises. That was months ago and we still haven't gotten them.
As for the mechanics of this, I think you should be able to hear the noises at an increasing rate starting from 16 blocks away from a biome, and sounds from 2 biomes can overlap. You can also hear them a few levels below the surface (less than 16) and 16 blocks above a certain level (I can't decide where to put that level)
Also, this may be a long shot, but maybe when jungle temples and desert temples are added, they could change out the regular minecraft music with adventure music when you're near a temple. Like Indiana Jones music lol

I doubt you'd be able to hear the noises from that far.
Both Noteblocks and Jukeboxes have been horrendously nerfed on the Xbox 360 Edition compared to their PC counterparts. So I would say that if this stuff was ever added, it would most likely have a very small range of sorts.
Yeah I deffinately want more ambient noises. after playing for a long amount of time, the sounds just get anoying and I can't stand them but I also dont like playing with no sound. So I usally end up quiting.
