So, world admins would be able to access the world, even if they weren't the original creator. This would be a good thing for people who have a world that they play co-op, but want to surprise their friends with new things. Or if you play with friends a,b,c, and d, the creator is A, you are B. Friends B,C, and D are on but a isn't, and you're a world admin, B could host, and C and D can also play.
Admins can also appoint and remove mods. (Can someone give me an example of how this is helpful?)
The ONLY and I REPEAT ONLY thing a mod can't do is change the world to creative (for obvious reasons).
PROS OF ADMINS:
Better co-op support, more playability and FUN!
CONS:
I can't think of any(maybe a hard thing to code and record)
EDIT: ONLY ONLINE CAN THE WORLD BE SAVED, SO IF A WAS OFFLINE, AND B WAS PLAYING THE SAME WORLD ONLINE, ONLY B's WOULD SAVE. KIND OF LIKE CLOUD STORAGE
I can see conflictions with this if the host did something offline with "B" did something online at once.
Would A's world overwrite B's since A is the creator?
Also, this can kind of be done using Cloud Storage.

It would be like cloud as you stated, and if the host is on, the admin cannott access the world. So in short words, if B saved, that would be the world that A would load, and vice versa. The world that B has would be the one that Is loaded due to it being online, so this would not be compatible with offline. Just think of it as a server.
