Title should explain my suggestion. Basically the exact same thing as trapdoors, only sideways. I can accomplish the same "look" with trapdoors, but not the effect.
Are you suggesting a new block? Or a new way to place trapdoors? If it's a new way to place trapdoors, that would be difficult; you can't really turn your character sideways
But you building n a face from an angle to the side...

This would be interesting either way; whether modified trap door or new item.
The mechanics would have to work off of quadrants when placing them, if trap doors are just modified. Or rather 1/3 Left right would be shutter. The center would be bottom top would place as upside down or regular.
Well that is thinking ahead, as we don't have upside down trap doors yet. Although with out that it would be left right for the shutter, and the center 1/3 would be as normal.
That is a way to go about the placement of it. Programming it might need better placement methods to be put in; doting on the placement for the auto-arrange stuff and how it works right now.
I like the idea overall, even if you didn't give much info on how.:D

I disagree... You wouldn't have to turrn your character sideways, you just need to apply placement rules based on your environment when placing the trapdoor. If applying a trapdoor to the side, top, or bottom of a horizontal hole (no block immediately on the front/back of the hole, but blocks exist above and/or below, and at least one side), as opposed to the side of a block that forms a vertical hole (with no top/bottom block immediately adjacent). The trap door could be placed vertically as a shutter, with the hinge-side on the side that was selected for placement.
