There would be check boxes in the world start-up interface that had the option to turn off certain hostile mobs. For example, you could turn off all hostile mobs except for zombies, so, you could have a world only with zombies spawning. Or only turn off creepers so your structures cannot be destroyed by their explosions.
This has been suggested before, but I do not know what it was called...maybe a similar title. I'm too tired to search.

I like your idea. Frankly, I just don't like having creepers around.
I'd still like the challenge of monsters and needing to keep an eye on food (as well as risk of burning, since regen in Peaceful is faster than the burn). As it is now, it's creepers or nothing.... so I play with nothing.

It would not disable them in case you chose to spawn one for an arena or something. But, they still wouldn't be spawning freely
